I certify that the HO KOM TONG who made and signed

the two Declarations marked with the letter "A" is Mr. Ho

Kom Tong, a partner of the Tai Yau Bank and a Justice of the Peace: the LO CHEUNG SHIU who made and signed the Declaration marked with the letter "B" is Mr. Lo Cheung Shiu, a partner of the Tai You Bank and a Justice of the Peace: the LAU CHU PAK who made and signed the Declaration marked with the letter "C" is the Honourable Mr. Lau Chu Pak, a pertner of the Tai Yau Bank, a Justice of the Peace and an Unofficial Member of the Legislative Council: the HO FOOK who made and signed the Declaration marked with the letter "D" is the Honourable Mr. Ho Fook, a partner of the Tai Yau Bank, a Justice of the Peace and an Unofficial Member of the Legislative Council.

I am not personally acquainted with the said MR. IP LAN CHUEN, but from the statements in the declaratione referred to above which are made by well-known and respected residents of the Colony who I am satisfied are fit and proper persons to make such declarations I am satisfied as to his character and recommend that this Certificate should

be granted.
